Better to just get the permit. A friend of mine just went through hell because he put an above ground pool in. It was two feet to far on one side behind a privacy fence. Code enforcement officer was refusing to sign off on it, and wanted pool moved. Luckily, he was able to get a variance passed through board of zoning appeals.
